Relationship Statement
Welcome to one of the most important leadership positions you will undertake at 日本av视频. You should be proud of your accomplishments to date, but also know that your journey as a leader on this campus, as a member of your chapter, and as a member of the FSL community is just beginning.
We, the members of fraternity and sorority organizations at 日本av视频, commit ourselves to the high ideals and principles of our national organizations. We dedicate ourselves to the fraternal virtues of diligence, brotherly/sisterly love, unity, loyalty, truth, honor, friendship, knowledge, service, ethics, excellence, mutual respect and dignity. Our purpose is to better ourselves by incorporating the values of rituals into our daily lives.
We acknowledge the central role of 日本av视频 and its mission. Our actions and activities will complement the university鈥檚 mission to provide "a rich academic experience through inspired, student-centered education, creative activities and research, innovation and engagement鈥 as a premier land-grant institution. 日本av视频 acknowledges the important role that men鈥檚 and women鈥檚 fraternities play in the development of students and the advancement of its mission. The university further acknowledges that participation in fraternity and sorority life can be a valuable and rewarding experience for students.
Therefore, 日本av视频, the vice president of student affairs and enrollment management, chapter leaders and alumni, and the inter/national men鈥檚 and women鈥檚 organizations, establish this document to define the supportive relationship they enjoy.
These policies and procedures have three primary intentions:
Establish and Reaffirm Guidelines
The document is designed to clearly communicate guidelines that promote the safety and security of all students impacted by the fraternity and sorority community at 日本av视频. It is an overarching collection of materials that covers a wide range of items that can be encountered in any fraternity and sorority system but is especially tailored to focus on our unique institution and community. This document signifies a renewed commitment to the risk management practices of fraternity and sorority chapters at 日本av视频.
Promote Collaboration
The processes outlined inside encourage fraternity and sorority chapters to continue building strong relationships with staff members in the University Student Union across the Division of Student Affairs and Enrollment Management. These policies and procedures can only be effective if their integrity is maintained by all fraternity and sorority chapters and essential staff.
Empower Students
Students are active participants in each of the policies and procedures included in this document. By following these procedures, students are given the opportunity to understand the risks associated with their activities and communicate their intentions with the university.

日本av视频 extends recognition to fraternities and sororities based upon collective interests, common goals and mutual support. 日本av视频 recognizes that membership in a fraternity or sorority can offer additional social and learning opportunities to students and enhance their overall educational experience.
A fraternity or sorority chapter is an organization that has received a charter from an inter/national organization. As such, 日本av视频 acknowledges fraternities and sororities as private organizations having the right to be Registered Student Organizations by the university. With recognition, 日本av视频 enforces reasonable rules and regulations to maintain institutional standards of excellence.
Fraternity and Sorority Life empowers students to live their personal and organizational values alongside the values of the Office of Student Activities and 日本av视频. We encourage a vibrant collegiate experience through advising, leadership development, social responsibility and encouraging a safe, healthy community.
Fraternity and Sorority Life endeavors to provide students with an enriching fraternity and sorority experience that fosters a feeling of importance and belonging, encourages questioning and creativity, established excellence and intentionality, and supports students as they strive to become the best versions of themselves.
As members of values-based fraternal organizations, we believe all interested students can contribute to a thriving fraternity and sorority community that exemplifies our core values, which are:

Responsibilities of Individual Chapters
To evaluate if chapters are meeting the mission and expectations of this agreement, the Office of Fraternity and Sorority Life will meet regularly with chapter representatives to evaluate prior chapter activities and plan future activities, problems encountered and operational efforts. Additionally:
- Chapters abide by all South Dakota Board of Regents, university and council policies, including, but not limited to, the Student Conduct Code, Registered Student Organization policies and procedures, council bylaws, inter/national bylaws and policies, and all applicable local, state and federal laws.
- 日本av视频 may assist with compliance, but local housing corporations are solely responsible for providing and maintaining safe and healthy living facilities for their members, obtaining appropriate inspections and submitting required written reports.
- Chapters shall adhere to their respective inter/national organization鈥檚 established and approved initiation and new member programs.
- Chapters shall have at least one primary chapter advisor approved by their inter/national organization. The name and current contact information of the primary chapter adviser shall be on file with the OFSL and updated at the beginning of each academic semester.
- In addition to a primary chapter advisor, chapters shall maintain a faculty or staff adviser at least one person currently employed by 日本av视频 who has acknowledged the responsibilities of supporting a RSO at 日本av视频.
- Chapters shall maintain current membership rosters on file with the OFSL, including current officer roles and contact information.
- Chapters shall report new members in a timely fashion in accordance with established OFSL procedure.
- Chapters shall obtain and annually maintain RSO status through the Office of Student Activities, including maintaining accurate organization rosters in Jacks Club Hub and filing a constitution or governing document that defines the core values of the organization and outlines the organization鈥檚 governing structure.
- Chapters shall maintain appropriate insurance in accordance with their inter/national organization requirements.
- Each chapter recognizes that unacceptable behavior by individuals acting as members or officers of a fraternity or sorority may have consequences for those individuals, as well as for the chapter.
- Chapters recognize the responsibility for the reasonable anticipation and prevention of foreseeable violations of university policy resulting from deliberate or negligent behavior of an organization鈥檚 members or guests.
- Chapters recognize they may be held accountable for the behavior of their members and guests on their premises, at events sponsored or co-sponsored by the chapter, or when a group involving a significant number of members or guests violate SDBOR and/or university policy or local, state and/or federal law.
- Chapters agree that the possession, use and/or consumption of alcoholic beverages or illegal substances on the 日本av视频 campus, at fraternity or sorority chapter facilities, or at any function or event of any chapter shall conform to all applicable inter/national organization policies and guidelines, 日本av视频 policies, the 日本av视频 Student Conduct Code, and all applicable local, state and federal laws.
- Chapters will adhere to the academic requirements of their respective council and inter/national organization.
- Chapters shall provide academic programs to assist new and active members who fail to meet minimum organization and/or university GPA standards.
- Chapters shall meet or exceed attendance requirements for applicable OFSL programs.
Responsibilities of Individual Chapters Maintaining a Recognized Chapter Facility
- Chapters maintaining a recognized chapter facility must annually submit a copy of the chapter risk management plan and crisis management plan to the OFSL.
- Each chapter housing corporation shall facilitate a tour of the chapter facility for the program adviser of FSL on a semesterly basis.
Responsibilities of Chapter Officers
- Chapter officers shall govern with integrity and work with each other and their respective alumni.
- Chapter officers shall strive to actively promote the values of their organization.
- Chapter officers shall encourage, support and provide developmental opportunities for their members.
- Chapter officers shall hold members of their organizations accountable and work in concert with their alumni, respective council officers and the university to enforce the expectations set forth in this relationship agreement.
- Chapter officers shall accept responsibility for supporting the policies and goals of their chapter and holding themselves and their fellow chapter members accountable to organizational policies.
- Chapter officers shall serve as representatives and liaisons between governing councils and the university.
- Chapter officers shall represent their organization in organizational misconduct proceedings when appropriate.
- Chapter presidents shall meet with the program adviser for FSL monthly during the academic semester.
Responsibilities of Undergraduate Chapter Members
- Chapter members recognize that membership in a RSO, such as a fraternity or sorority, is a privilege. By voluntarily associating with a fraternal organization, chapter members agree to conduct themselves in accordance with the 日本av视频 Student Conduct Code, SDBOR and university policies, chapter and organizational bylaws and policies, and all local, state and federal laws.
- Chapter members acknowledge that individual and group misconduct may result in referral to the 日本av视频 Office of Community Standards and/or the appropriate council judicial officer for investigation and adjudication.
- Chapter members are required to report to a university employee any activities that involve hazing, sexual misconduct or other harm.
- The Interfraternity Council, the College Panhellenic Association, their member chapters and 日本av视频 have zero tolerance for hazing in any form. In compliance with the 日本av视频 Student Conduct Code 3.f.v.8, members of fraternity and sorority chapters at 日本av视频 shall not conspire to engage in or commit any act that causes or is likely to cause bodily danger, physical harm, or psychological harm, or personal degradation or disgrace of any fellow student or person. Members of fraternity and sorority chapters shall not conspire to engage or commit activities that are not consistent with academic achievement, fraternal law, ritual and policy, the regulations and policies of the SDBOR and /or 日本av视频, or applicable local, state or federal law, regardless of one鈥檚 willingness to participate in such activity.
- Chapter members shall attend mandatory programs sponsored by the Office of Fraternity and Sorority Life.
- Chapter members shall conduct themselves as respectful members of the 日本av视频, Brookings and fraternal community.
Responsibilities of the Governing Councils
- The governing councils at 日本av视频, the Interfraternity Council, the College Panhellenic Council and the Unified Council, will oversee their respective chapters as outlined in their respective governing documents.
- CPH and IFC shall annually maintain RSO status through the OSA, including maintaining an accurate organization roster in Jacks Club Hub and filing a constitution or governing document that defines the core values of the organization and outlines the organization鈥檚 governing structure.
- The governing councils will set and uphold standards of conduct for member chapters that uphold SDBOR, university, inter/national organization and North American Interfraternity Conference and National Panhellenic Conference (as applicable) expectations.
- The governing councils will promote integrity, leadership, responsibility, safety and brother/sisterhood among chapters.
- FSL organizations shall not restrict membership or participation on the basis of race, color, creed, religion, national origin, ancestry, citizenship, gender identity, transgender, sexual orientation, age, disability, genetic information, military service membership or veteran鈥檚 status. Consistent with rights guaranteed under state and federal constitutions, University Policy 4:6 accommodates the distinctive characteristics of intimate associations or expressive associations.
- Intimate associations involve distinctively personal aspects of life. Factors that suggest an organization should be treated as an intimate association include: (a) the relative smallness of the organization; (b) a high degree of selectivity in choosing and maintaining members of the organization; (c) the personal nature of the organization鈥檚 purpose; and (d) the exclusion of nonmembers from the central activities of the organization.
- Note: Fraternities and sororities may, however, pursuant to 20 U.S.C. 1681(a)(6)(A), limit membership on the basis of sex.
- A student organization that operates a residential facility for its membership would illustrate the kind of organization that might be classified as an intimate association, at least insofar as it relates to limiting membership on the basis of gender.
- The governing councils will hold and conduct judicial proceedings for chapters that violate the council constitution and bylaws.
- Council judicial procedures are separate from the university conduct process. Chapters and members may be subject to council judicial processes, the university conduct process and inter/national organization sanctions for the same conduct.
- Governing councils will promote unity on campus.
- Governing councils will work to coordinate member chapter activities to ensure active involvement in fraternal and university community programs and activities.
- Governing councils will promote the basic principles of FSL, including academic achievement, brother/sisterhood, service and philanthropy, leadership, alumni involvement and social responsibility.
Responsibilities of 日本av视频
In addition to providing recognition to fraternity and sorority chapters, the OFSL and the OSA shall have the ability to assess the conduct and contributions of fraternity and sorority chapters and amend recognition statuses in accordance with policies established by 日本av视频.
- 日本av视频 shall fund a staff position, the program adviser for FSL, within the OSA, to advise CPH and IFC, as well as coordinate and advise fraternity and sorority activities as a whole on campus.
- The program adviser for FSL shall meet with chapter presidents monthly during the academic semester.
- The university shall investigate and adjudicate organizational misconduct of fraternity and sorority chapters.
- Violations of the Student Conduct Code shall be addressed by the Office of Community Standards. Violations of council constitutions and bylaws shall be addressed through the council judicial process.
- Violations of chapter or inter/national organization bylaws or policies shall be addressed through relevant chapter procedures.
- The university will publish a Fraternity and Sorority Scorecard that will be made publicly available to review by chapters, students, advisers, faculty, staff, community members, parents and other interested parties.
- The university will offer developmental opportunities for members and officers.
- The university will offer recruitment and retention advice.
- The university will provide access to university resources in accordance with SDBOR and university policies.
- The university will create a process for annual review of this relationship agreement that will include members, advisers, staff and administration.
- The university will support a process for chapters to hold safe and healthy events for members.

Defining a Recognized Fraternity and Sorority Living Unit (FSLU)
Any fraternity or sorority chapter wishing to maintain an officially recognized fraternity and sorority living unit must abide by the stipulations outlined below. To qualify for housing releases, a chapter must maintain a recognized fraternity and sorority living unit. These stipulations are considered minimum qualifications, and this document does not take precedence over any SDBOR or university policy or local, state or federal law.
To maintain a recognized fraternity and sorority living unit, a chapter must:
- Maintain its status as an RSO through the Office of Student Activities.
- Be a member in good standing of either the Interfraternity Council at 日本av视频 or the College Panhellenic Association at 日本av视频.
- House students currently enrolled in at least six academic credit hours at 日本av视频.
- If a member is no longer in good standing or enrolled in classes at 日本av视频, they will have 48 hours to vacate their chapter facility.
- Have in its possession a readily habitable property, which exists for the purpose of providing living accommodations for its active/initiated members.
- All fraternity and sorority living unit residences established after August 2019 are required to be within the boundaries of Greek Village unless the Greek Village Advisory Board grants an exception to this rule.
- The property is under the control of an adviser or house corporation that exists for the sole benefit of the respective organization.
- The chapter or house corporation completes all necessary SDBOR, university, municipal, state and/or national paperwork for recognition of the structure.
- The structure is identified by the organization鈥檚 inter/national headquarters as the official house of its local chapter.
- Annual fire inspections are completed as mandated by the university. At minimum, fire inspections must be conducted annually by personnel from the Brookings Fire Department and inspection reports must be filed with the OFSL.
- Fire hazards, fire equipment problems or other issues noted on the inspection report must be remedied to the inspector鈥檚 specifications within the time period allotted.
- A minimum of one fire drill and one tornado drill must be conducted with residents each semester and documented completion of this must be filed with the OFSL.
- Living units must not exceed maximum occupancy for their facility as established by the Brookings Fire Department.
- The chapter must submit an official housing list with all residents to the OFSL within the first week of each academic semester.
- The chapter is required to submit to the program adviser for FSL all chapter advisers and housing corporation information by the end of the first week of classes for the spring semester.
Checklist for Building a New or Renovating an Existing Chapter House
Fraternity and Sorority Living Unit Housing Release Request Policy
Per the SDBOR policy manual: 鈥淒uring the first two years from the time they were or would have been graduated from high school, all unmarried students who enroll in six credit hours or more are required to enter into a housing agreement and designated meal plan for the specific living environment with the institution unless special permission to room or dine elsewhere is received from the institution (3:6:1A).鈥 In other words, students who are two years or less past high school graduation are required to live in a residence hall on campus and have a meal plan.
Release Qualifications
To qualify for a FSLU housing release, students must:
- Be an active/initiated member of and in good standing with a 日本av视频 Interfraternity Council or College Panhellenic Association chapter.
- Achieve a minimum cumulative grade point average of at least a 2.5 the semester prior to the release request.
- Be in or entering their second year of academic study following high school graduation.
- Be in good standing (academic and student conduct) with 日本av视频.
Release Timeline
- October and November 鈥 Rising Junior and Rising Senior chapter members sign chapter house leases for the following academic year. It is the expectation of the university that 70% of the total beds in the chapter facility be occupied by students in their third or fourth year following high school graduation.
- The FSLU housing release applications for the following academic year will open on Dec. 1 (or the first business day following if Dec. 1 falls on a weekend) on Jacks Club Hub.
- Applications will be reviewed in the order in which they are received following the finalization of fall semester grades.
- The adviser for FSL will notify applicants of their status by Feb. 1 (or the first business day following if Feb. 1 falls on a weekend). Residential Life will confirm applicant status when housing selection for returning students begins during the spring semester.
- If, after each chapter with a recognized FSLU has filled 30% of their beds with eligible second year students, additional housing releases remain, they will be distributed among the eligible chapters until all releases are allocated. Distribution will be made based upon fraternity and sorority scorecard results, with chapters achieving higher metrics receiving preference for unused housing releases.
Release Process
1. Students complete the FSLU Housing Exemption form on Jacks Club Hub.
2. Following the release of fall semester grades, the program adviser for Fraternity and Sorority Life will review all applications in the order in which they were received.
- Approval: If a FSLU housing release received approval, the program adviser for FSL will notify the applicant via their university (Jacks) email. The program adviser for FSL will provide Residential Life with a list of approved applicants. Upon receipt of this approval, Residential Life will inform the student via their university email address of next steps.
- Denied: If a FSLU housing release is denied, the program advisor for FSL will notify the student via their university (Jacks) email address.
Release Eligibility
First-year students who are active/initiated members of an officially recognized 日本av视频 fraternity or sorority chapter, which falls under the umbrella of the OSA and is advised by the program adviser for FSL, may apply for a FSL Living Unit Housing Release for their second year at 日本av视频.
The Department of Housing and Residential Life will grant recognized 日本av视频 FSL chapters housing releases for qualified second year students to a maximum of 30% of the total beds in their recognized living unit. Additional requests may be considered on a case-by-case basis at the discretion of the program adviser for FSL, assistant director for student activities and the director of housing and residential life.
First-year students will not be considered eligible to become residents of recognized FSLU.
Students will not be released from the financial obligation of their room and board contract with Residential Life until the official request has been approved. Further, students are not permitted to occupy a recognized FSLU until this process is complete. Financial obligations for students with university room and board contracts shall follow all applicable Residential Life policies and procedures.
Should this FSLU release process conflict in any way with established Residential Life policies and procedures, Residential Life policies and procedures shall be controlling.
The university is committed to ensuring students have a safe environment to live and learn. Fraternity and sorority chapters have a close affiliation with the institution; therefore, the facilities provided for members must be properly inspected and secured. Fire inspections are conducted as a collaborative effort among the chapters and the Brookings Fire Department.
Annual fire inspections are required.
Inspection Timeline
- First week of September 鈥 Initial inspection information sent to chapter presidents via university email from the program adviser for FSL.
- September-October 鈥 Chapters schedule and complete their fire inspection with the Brookings Fire Department.
- First week of October 鈥 Inspection reminder sent to chapter presidents via university email from the program adviser for FSL.
- First week of November 鈥 Initial fire inspection must be completed and report filed with the program adviser for FSL via the Jacks Club Hub form.
- Last day of classes of the fall academic semester 鈥 Any deficiencies or corrective actions noted on initial inspection report must be completed and a follow-up inspection must be completed by the Brookings Fire Department. A follow-up inspection report must be filed with the program adviser for FSL.
- Chapters must have a deficiency-free fire inspection report filed with the program adviser for FSL no later than the last business day of the final week of classes of the fall academic semester to be eligible for housing releases.
- If corrections are required, the chapter is expected to follow the timeline provided and set up a follow-up inspection with the Brookings Fire Department.
Inspection Helpful Hints
To save your chapter and the Brookings Fire Department time, have the following items in place prior to your inspection:
- Housing list submitted to the program adviser for FSL within the first week of the academic semester. Submit any changes or updates to the list of residents prior to your inspection.
- Emergency contact list posted in a public space.
- Fire evacuation plan diagrammed and posted in public spaces.
- Properly stored, functioning and inspected fire extinguishers.
- Functioning smoke detectors in all rooms. Remember to check all the batteries!
- Properly functioning and maintained exit signage.
The inspection form used by the Brookings Fire Department is included in this document. Any missing or uncorrected items will result in a chapter losing their eligibility for housing releases.

Safety Drills
Members and facilities of fraternity and sorority chapters must be adequately prepared for emergencies. Semesterly fire and tornado drills are required for all recognized FSLUs.
- First week of the semester 鈥 safety drill reminder will be sent to chapter presidents via their university email from the program adviser for FSL.
- Compliance 鈥 Chapters shall schedule, complete and report the required safety drills on or before the last business day of the first full month of the academic semester. A minimum of 80% of residents of the FSLU shall participate in required safety drills.
- Due date 鈥 Chapters with recognized FSLUs shall complete one fire drill and one tornado drill on or before the end of the last business day of the first month of the academic semester.
- The date of the completed drill along with any issues or concerns shall be reported to the program adviser for FSL on or before the due date each semester to maintain eligibility for housing releases for the following academic year.
A central component of planning a safe and successful event is preparation. Event planning is thinking of every possible situation that might occur during your event, whether an ordinary occurrence or an unexpected turn of events, and creating a plan to handle that situation. The key to good event planning is being prepared for anything.
For the purpose of our event management policies, it is important to define what constitutes an official event and then categorize the type of event.
Defining an Official Event
The following factors are considered when determining whether an event could be considered an event or activity of the organization. Be honest, and go through the list. The more answers lean to yes, the more likely this is considered a chapter event. That doesn鈥檛 mean you can鈥檛 hold the event, that simply means you hold the event in compliance with the relevant policies.
Event Planning
- Is the event being planned by one or more members/new members?
- Are the officers aware of the event being planned?
- Are any officers involved in event planning?
- Do any officers have prior knowledge of the event?
- Is the event actively or passively endorsed by a majority of the active chapter?
- Have members of the chapter lied about the event?
- If no members attended the event, would the event still happen?
- If a crisis occurred, would the chapter president take charge?
- Is the event a chapter tradition?
Terminology
- Are members attempting to rename the event to give the appearance that it isn鈥檛 associated with the chapter?
- Is the event being coined as 鈥渦nofficial鈥 or 鈥渦nregistered鈥?
- Is the event occurring before or after an event (鈥減regame鈥 or 鈥渁fter-party鈥)?
Communication
- Is the event listed on a chapter calendar (public or private)?
- Is the event listed or advertised on the chapter website (public or private)?
- Is the event listed or advertised on social media accounts (Instagram, TikTok, etc.)?
- Do online invitations refer to the organization?
- Will the event be announced at a chapter meeting?
- Will the event be marketed over chapter texts, apps or list servers?
- Is there a theme for the event?
- If guests were stopped on their way to the event, would they say they were going to the 鈥淴YZ鈥 event?
- If guests posted on social media, would they say they were at the 鈥淴YZ鈥 event?
Funding
- Is the event financed by the chapter?
- Is the event being financed by the collection of funds from a group of members/new members?
Location
- Is the event being hosted on chapter property?
- Is the event being hosted in a house/apartment/chapter annex where multiple members live?
- Is the event being hosted in university provided meeting space?
- Is the event being hosted in an on- or off-campus location where you traditionally hold your events?
Attendance
- Is the entire chapter invited?
- Are new members invited to attend?
- Are certain new member classes invited to attend?
- Is majority of the chapter invited?
- If a member/new member showed up, could they attend the event?

Event Categories
Official events are organized into three categories: Dry, bring your own beverage and third-party vendor. Each category requires a different action from the chapter.
Dry Events
- Description 鈥 No alcohol is present from the beginning to the end of the event. The advantages of a dry event from both a risk management and a public relations standpoint are clear. Dry events are most conducive to retreats, university functions, philanthropy and community service events, meetings and alumni events.
- Requirements 鈥 Dry events should be registered using the event registration form on the fraternity and sorority life page of Jacks Club Hub. Dry events must be registered on or before grades are due each academic semester. In addition to serving as a communication tool between the chapter and the university, registering dry events facilitates the creation of the semesterly community scorecard and provides opportunities for chapters to be recognized for their accomplishments.
Bring Your Own Beverage
- Description 鈥 if your inter/national organization permits individual chapters to hold events with alcohol, you may choose to host a BYOB event. If you choose to do so, you will be required to follow the specific guidelines described on the BYOB planning checklist.
- Requirements 鈥 Failure to adhere to any of these requirements will result in the chapter鈥檚 referral to the appropriate council鈥檚 judicial process for review:
- Chapters must register the event using the BYOB registration form on the FSL page of Jacks Club Hub no fewer than 14 calendar days prior to the event.
- Chapters must submit a guest list for the event with the form no fewer than 48 hours prior to the event. Guest lists may be updated up to 24 hours following the event.
Third-Party Vendor
- Description 鈥 Chapters may contract with a third-party vendor to serve alcohol at off-campus locations (hotel, bar, convention center, etc.) If a vendor is contracted to serve alcohol, mandatory guidelines include:
- The vendor must be properly licensed and have Safe Serve training. This might involve both a liquor license and a temporary license to sell on certain premises.
- The vendor must carry a minimum of $1,000,000 of general liability insurance, evidenced by a current certificate of insurance.
- The vendor must assume all responsibility that a purveyor of alcoholic beverages would assume in the normal course of business, including but not limited to:
- Checking identification prior to service
- Refusing service to those not of legal drinking age
- Refusing service to intoxicated individuals
- Maintaining control of all alcohol containers
- Collecting all alcohol at the end of the function
- Removing all alcohol from the premises by 2 a.m.
- Requirements 鈥 Third-party vendor events must be registered no fewer than 14 calendar days prior to the event using the third-party event registration form on the FSL page of Jacks Club Hub which includes a copy of the vendor鈥檚 certificate of insurance. Chapters must attach a complete guest list for the event no later than 48 hours prior to the event. Guest lists may be updated up to 24 hours following the conclusion of the event on Jacks Club Hub.
- Failure to adhere to any of these requirements will result in the chapter鈥檚 referral to the appropriate council鈥檚 judicial process for review.
Bring Your Own Beverage Event Planning Checklist
The OSA and the university support the efforts of inter/national organizations and chapters to mitigate risk and host safe events. If your inter/national organization allows individual chapters to host BYOB events, those events are permitted provided the hosting organization adheres to all applicable SDBOR and university policies as well as all local, state and federal laws.
Minimum Requirements for Chapters Hosting BYOB Events
- The chapter shall not supply alcohol to any individual, member or nonmembers. Attendees of legal drinking age wishing to consume alcohol must bring their own.
- The chapter shall not permit the consumption of alcohol by any persons under the legal drinking age (including chapter members).
- Clear signage reinforcing this expectation shall be posted throughout the venue.
- Individuals of legal drinking age shall prove their age and be provided with some sort of nontransferable distinguishing mark (example: wristband) signifying their status upon entry into the BYOB event.
- The chapter shall limit the quantity of alcohol each individual is permitted to bring to the BYOB event (example: six oz cans of beer or hard seltzer per individual for a four hour event).
- The chapter shall not permit alcohol above 15% ABV (alcohol by volume) at the event.
- BYOB events shall be registered using the BYOB registration form on the fraternity and sorority life page of Jacks Club Hub no fewer than 14 calendar days prior to the event.
- Included with the registration form, the chapter shall provide a complete guest list for the event. Guest lists are due as an attachment to the BYOB registration form on the council specific page of Jacks Club Hub no fewer that 48 hours prior to the event start. Guests lists may be updated up to 24 hours following the event.
- The chapter shall limit attendance at the event to either their inter/national organization鈥檚 established policy OR maximum of three guests per member (active or new member), whichever is smaller. Only those included on the submitted guest list may be granted entry into the BYOB event.
- The chapter shall submit a safety plan with the BYOB registration form on the FSL page of Jacks Club Hub. See the sample safety plan.
- Chapter shall follow their inter/national organization鈥檚 procedure for sober monitors/prevention team at BYOB and third-party vendor events.
- Common sources of alcohol (kegs, jungle juice, pooling money for alcohol, etc.) are strictly prohibited.
- If the event is not approved by the OFSL, the event cannot take place.
- Map of the venue clearly marking all entrances and exits, security stations, emergency exit routes, restrooms and alcohol storage.
- Duty schedule of sober monitors/prevention team, designated sober drivers per the guidelines set by your inter/national organizations.
- Detailed plan for how the chapter will control alcohol.
- Chapter plan for removing intoxicated or otherwise troublesome attendees.
- Chapter plan for handling potential injuries, health issues or other emergencies.
- Chapter plan to quickly close the party down in case of an unexpected emergency.
- The chapter facility or site of a crisis will be closed and secured immediately.
- Process for how all guests will be escorted out of the chapter facility.
- In the event of a serious injury or death, the incident shall be immediately reported to the program adviser for FSL or the assistant director of student activities and the inter/national headquarters. Individual members should not notify the media, parents or fellow students. Communication will be handled by the inter/national headquarters and/or the university.
Crisis Management Plan
A current copy of your chapter鈥檚 crisis management plan shall be filed with the program adviser for FSL each calendar year on Jacks Club Hub on or before the last working day of January. Your national organizations should be able to provide you with a template. All members of the chapter should have easy access to the crisis management plan. If the chapter has a recognized FSLU, it should be posted in the facility and online for members who do not live in the house. It should be online for chapters that do not have a FSLU.
Contact List
A current list of important contacts shall be maintained by the chapter president or other appropriate executive officer at all times. This list shall be posted in a public space in the chapter facility and include the following individuals:

Helpful Hints for Crisis Management
- Typically, crisis management procedures are designed to maintain the safety of individual members and protect students from legal ramifications associated with the crisis.
- Trusting and following the crisis management plan established by your chapter and approved by your inter/national organization is essential.
Rosters
Fraternity and Sorority chapters are required to submit a completed Master Chapter Roster using the template located on the by the end of the first week of each academic semester. Not doing so will result in the chapter鈥檚 referral to their respective council for judicial review. By submitting this spreadsheet, chapter leadership is indicating that all information is current and accurate.
Roster should include the name of the chapter and the term. For each student include:
- Student ID number
- Last name
- First name
- Year
- Active/new member/inactive
- Live-in/live-out
- Officer position (if applicable)
Roster Changes
Officer Transition
- Each chapter has a unique process and timeline. To avoid confusion and to help streamline officer transitions, the outgoing chapter president shall provide the program adviser for FSL with the name, email and phone number for the incoming chapter president within seven calendar days of their election. The program adviser for FSL will provide the incoming chapter president with a link to the officer directory which the incoming chapter president will complete within 10 calendar days of their election. Updates to the officer directory may be made with the program adviser for FSL as needed throughout the officer term. Failure to update the officer roster will result in the chapter鈥檚 referral to their respective council for judicial review.
New Members
- Each chapter has a unique process for selecting and welcoming new members into their organization. To avoid confusion and to help streamline the administrative process of roster updates, each chapter鈥檚 officer in charge of recruitment will be responsible for registering new members with the program adviser for FSL within 48 hours of a new members accepting their bid for membership. The officer in charge of recruitment shall complete the New Member Registration form on the council specific page of Jacks Club Hub. Upon receipt of a new member鈥檚 registration, the program adviser for FSL shall send the FSL Policy and Procedure Book to the new member鈥檚 university (Jacks) email via DocuSign.
Student Organization Reregistration
The OSA requires all RSOs to complete student organization reregistration annually. Student organization reregistration occurs from April to August in the Jacks Club Hub platform. Fraternities and sororities shall complete their reregistration prior to the conclusion of finals every spring semester. Failure to do so will result in the chapter being frozen by OSA and a judicial hearing per council.
Office of Title IX/Equal Opportunity
Reports, concerns and inquiries about discrimination and sexual misconduct occurring in the fraternity and sorority community should be reported to the Office of Title IX/Equal Opportunity. This office responds to reports, concerns and inquiries about discrimination and sexual misconduct, which includes sexual harassment, sexual assault, rape, domestic violence, dating violence and stalking. They assist students, employees, program participants and campus visitors, regardless of where the misconduct took place, but only investigate reported incidents in alignment with SDBOR and university policy.

Title IX/EO investigations are separate from a law enforcement investigation, even when a police report is filed. The university is required to conduct an independent investigation that is prompt, thorough and impartial.
What will campuses be required to do?
The Stop Campus Hazing Act has three primary components:
- Include hazing statistics in annual security reports.
- Colleges and universities will need to include statistics for hazing incidents that were reported to campus security authorities or local law enforcement, as defined by SCHA, in their annual security reports.
- Implementation of hazing policies, including those specific to hazing prevention.
- Colleges and universities will be required to have a hazing policy with information on how to make a report of hazing and the process used to investigate hazing incidents. They must also have a policy that addresses hazing prevention and awareness programs, which includes a description of research-informed campuswide prevention programs and primary prevention strategies.
- Compilation of a Campus Hazing Transparency Report.
- Each institution must compile and publish on a prominent location of their public website a hazing transparency report that summarizes findings concerning any student organization found to be in violation of the institution鈥檚 standards of conduct related to hazing. The report will include:
- The name of the student organization
- A general description of the violation that resulted in a finding of responsibility
- Related dates (the date of the alleged incident, the date of the initiation of the investigation, the date the investigation ended with a finding and the date the institution provided notice to the organization of the finding).
- Each institution must compile and publish on a prominent location of their public website a hazing transparency report that summarizes findings concerning any student organization found to be in violation of the institution鈥檚 standards of conduct related to hazing. The report will include:
What is hazing?
- Hazing refers to any activity expected of someone joining or participating in an organization that humiliates, degrades, abuses, or endangers them, regardless of their willingness to participate. Often disguised as traditions or bonding experiences, hazing can include physical tasks, emotional manipulation, dangerous stunts, excessive drinking or other forms of harassment. While some organizations view these activities as a way to build loyalty or prove commitment, hazing is harmful, illegal in many states and against the policies at 日本av视频 along with national fraternal organizations.
Questions to Ask Yourself
Ask yourself these questions to determine if you or someone you know might be getting hazed.
- Is there pressure to participate?
- Is a specific group or individual being singled out?
- Do members justify it as being a 鈥渢radition鈥?
- Take the perspective of your parents/family members 鈥 would they be proud?
- Would you be willing to defend the merit of this activity in the court of law?
- Does this activity meet the spirit of its intent, the ideals and values of the team and the college?

Pranking Information
Throughout this document, it is noted in multiple sections that failure to comply with certain policies will result in a chapter鈥檚 referral to their respective council鈥檚 judicial board for review and/or the Office of Student Conduct and Community Standards. Included at the end of this policy and procedure book are the Peer Accountability Policy of the College Panhellenic Association (CPH) at 日本av视频 and the Judicial Policy of the Interfraternity Council at 日本av视频, as well as their respective bylaws.
Scope of Pranking Activities
- Pranks must be nondestructive and nonintrusive, designed to be light-hearted and harmless without causing physical, emotional or reputational harm.
- Pranks must not involve any form of harassment, intimidation or offensive behavior, including but not limited to, discrimination based on race, gender, religion, national origin or disability.
- Items must not involve, but are not limited to, crests, items with the crest on it, house property, a member鈥檚 personal property, formal composites and charters.
Safety Regulations
- Pranks must comply with all local, state and federal laws, as well as university policies and procedures.
- No pranks may involve any activity that poses a risk of injury to individuals or property damage.
- Chapters must be affiliated with the Interfraternity or College Panhellenic councils. Any outside organizations participating in pranking who are not affiliated are not permitted to participate. Said outside organizations will be referred to the University Police Department or proper authorities.
- The use of substances that could be harmful, such as paint, chemicals or other potentially hazardous materials, is strictly prohibited.
Time and Place Restrictions
- Pranks can only occur during the academic year, excluding holiday breaks and finals week.
- To prank within a chapter facility, members must be invited in. Any entering of a chapter facility without consent will be referred to their respective IFC/CPH judicial board and the University Police Department. No trespassing will be tolerated.
- Pranks may occur during socials with another IFC or CPH chapter.
Cleanup and Restitution
- If damages occur, the initiating chapter responsible agrees to bear the cost of repairs, clean up and/or replacements.
- In the event of unforeseen consequences resulting in harm or substantial damage, the chapters agree to mediate a fair restitution plan through their respective council judicial process.
- Chapters agree to return any items from chapter facilities by the end of the academic semester.
- Chapter presidents must correspond to return items within 24 hours after an event.
Dispute Resolution
- Any disputes or grievances arising from pranking activities shall first be addressed through a joint meeting between the chapter presidents.
- If further resolution is required, the chapters agree to involve a neutral mediator (FSL adviser) or judicial board hearing provided by the university鈥檚 Fraternity and Sorority Life Councils (IFC and CPH).
Allowed Activities
- Harmless pranks are permitted between chapter members.
- Any items containing the chapter鈥檚 Greek letters are permitted to be taken temporarily.
Definitions
- Crest: Insignia used by sorority/fraternity members. Also known as a coat of arms or shield.
- Charter: The official document drafted by an inter/national fraternity or sorority that allows for the creation of a local chapter that is affiliated with a college or university campus.
- House property: Any item that is secured to the house, belongs to the house corporation., or is a part of the functionality of the facility. Ex: handicap signs, letters fastened to the wall, etc.
- Pranking: The playing of tricks or practical jokes.
Housing Checklist
Fraternities and sororities aim to promote friendship, personal growth, service, academic success and leadership while giving members a structured yet fun environment to navigate their college years. This checklist will assist chapters and their alumni associations, who typically lead this process, looking to build a new or renovating an existing chapter house in Greek Village at 日本av视频 (日本av视频). Note: all chapter houses need to be built within the Greek Village in alignment with the Fraternity and Sorority Life at 日本av视频 Policies and Procedures.
Steps for a Successful Build/Renovation
- Alumni association will charge a small committee and designated leader (alumni housing contact) to be the point of contact for the housing project. This individual will be the point of contact for the university throughout the housing exploration process.
- Alumni housing contact should begin by contacting the program adviser for fraternity and sorority life to begin the process of exploring a house build or renovation project.
- Program adviser for fraternity and sorority life will provide alumni housing contact the requirements for building a chapter house within Greek Village and identify available lots for chapter use. A plot map will be provided to the chapter that is registered with the county so chapters can view the lines and boundaries for each plot.
- The program adviser for fraternity and sorority life and the Greek Village Advisory Council will recommend to State College Development Association, pursuant to the Master Ground Lease Agreement between the South Dakota Board of Regents, 日本av视频 and SCDA, assignment of a specific lot within Greek Village to the chapter housing corporation and recommend proceeding with a Memorandum of Sublease Agreement between SCDA and the chapter housing corporation.
- Alumni housing committee and 日本av视频 administration (President Dunn, Vice President Willis, Vice President Holbeck and the assistant vice president of facilities), facilitated by the program adviser for fraternity and sorority life will finalize selecting the lot for the chapter and place this lot on hold pending remaining approvals.
- Alumni housing committee will:
- Contact the chapter鈥檚 national headquarters about procedures, housing requirements for a chapter house, establishment of a housing corporation, financial requirements and financial assistance available;
- Conduct a financial feasibility study with chapter alumni to determine fundraising potential, project budget and determine if a chapter house is realistic for the chapter;
- And develop a housing corporation for the chapter. This entity will assume leadership of the process from this point forward.
- The chapter housing corporation will:
- Develop a financial plan to fund the construction and operation of the chapter house;
- Select an architect with the help and guidance of 日本av视频 facilities and begin working on the house design, aligning with 日本av视频 requirements, city/county/state code, and headquarters for each chapter. This is a good time to engage 日本av视频鈥檚 design team through facilities and services in the planning process. The program adviser for fraternity and sorority life will connect the alumni housing contact with the appropriate individual;
- And request to be placed on agenda for Greek Village Advisory Council to facilitate lot assignment in Greek Village.
- Greek Village Advisory Council will meet to:
- Review financial plan and preliminary concepts for the architectural and landscape design;
- Approve lot assignment within Greek Village;
- And recommend to State College Development Association, pursuant to the Master Ground Lease Agreement between the South Dakota Board of Regents, 日本av视频 and SCDA, assignment of a specific lot within Greek Village to the chapter housing corporation and recommend proceeding with a Memorandum of Sublease Agreement between SCDA and the chapter housing corporation.
- State College Development Association will:
- Prepare a Memorandum of Sublease Agreement and present it to chapter housing corporation for signature. It is recommended chapter housing corporation engage their own legal counsel in this review prior to signature;
- Following signature, State College Development Association will file Memorandum of Sublease Agreement with appropriate city/county/state offices;
- And the State College Development Association will provide chapter housing corporation, Greek Village Advisory Council and 日本av视频 with the fully executed agreement(s).
- Once design is in draft form, request to be placed on the agenda for the next Greek Village Advisory Council meeting through the program adviser for fraternity and sorority life.
- Greek Village Advisory Council will:
- Review architecture and landscape plans and financial plans pursuant to the architectural and landscape guidelines provided to the alumni housing committee detailed in the Master Ground Lease Agreement;
- Make recommendations for changes to align with guidelines;
- Approve or disprove all proposed construction or significant alteration of any building, structure or other improvement, all plans and specifications, including site and landscaping within Greek Village;
- And should plans not be approved, updated plans may be re-presented to Greek Village Advisory Council as many times as necessary to gain approval.
- Once plans are approved by Greek Village Advisory Council, alumni housing corporation will sign a Memorandum of Sublease Agreement with State College Development Association, holder of the Greek Village property lease. This agreement will specify the lot assigned to the chapter and is pursuant to the Master Ground Lease Agreement between the South Dakota Board of Regents, 日本av视频 and State College Development Association.
- Alumni housing corporation will:
- Proceed with financing and construction of the approved chapter house;
- Meet regularly with Greek Village Advisory Council to provide project updates;
- Bring forward any changes to the construction plans to Greek Village Advisory Council for review and approval;
- And present occupancy guidelines and plans to program adviser for fraternity and sorority life.
- Once house is completed and has received occupancy approval by appropriate authorities, align practices with Fraternity and Sorority Life chapter housing requirements provided by the program adviser for fraternity and sorority life.
Greek Village
Architecture and Landscape Guidelines
The Building Advisory Council will consider the following guidelines as a part of the approval process for new structures in Greek Village. This process is outlines beginning on pages 22-29 of the Master Grounds Lease and CCRs.
- Design and Design Review 鈥 No building, structure or other significant improvement shall be constructed within the Greek Village without the prior written approval of the Building Advisory Council. Any building constructed should be designed by an architect licensed in accordance with state law and shall conform to all applicable building codes. Design plans shall be provided to the Building Advisory Committee for review and approval. These plans shall include:
- Schematic design of architectural, mechanical, electrical systems, landscaping, parking and exterior lighting, whether for any buildings or structures installed thereon, will be provided to the Building Advisory Committee.
- Construction plans shall be submitted to the Building Advisory Council. No project may be bid nor any substantive construction contract be let, until the Building Advisory Council has approved the plans and specifications for the project in writing. Plans shall include a minimum of the following information:
- Site and landscape documents should include setback lines, roads and sidewalks, parking areas, utilities and utility easements, landscape and drainage plan.
- Architectural documents shall include floor plans, elevations of all sides of the buildings, structures or improvements, location and detail of signs, samples of actual materials proposed for all external surfaces, an accurate architect or artist鈥檚 depiction or scale model of the project.
- Mechanical and electrical plans indicating heating and electrical equipment, layout of ductwork, circuiting and all plumbing.
- Construction cost estimates which include subtotals for site work and utilities, building and landscape amenities. In addition, an estimate of the square foot costs for the building shall be included. Information shall be used for internal purposes only.
- All residential structures shall be defined as Greek organization, dormitory or apartment house as defined by current building code by the City of Brookings for this type of structure and organization and shall meet all applicable requirements outlines therein.
- Site Requirements 鈥 The building, any tertiary structures, and parking lot shall comply with the City of Brookings zoning and setback requirements. Minimum setbacks shall be front yard (20鈥); side yard (7鈥 for one and two-story structures, 10鈥 for three story structures) and backyard (25鈥). All utility lines, connections and installations shall be underground and rise within or immediately adjacent to the building or structure.
- Building Requirements 鈥 Not more than one residential unit, not to exceed three stories and with a minimum of 1,200 square feet per story, shall be erected on one lot. Each house shall have a minimum occupancy of eight individuals.
- All houses shall be protected by an automatic fire sprinkler system. This is a mandatory requirement in addition to any applicable City of Brookings requirements or current building and life safety code requirements.
- All houses that have two or more habitable levels (basement and or one or more stories) shall have an elevator or lift to serve the occupants. This is a mandatory accessibility requirement in addition to any applicable City of Brookings requirements or current building code requirements.
- Building Design 鈥 Each chapter house shall be designed primarily for residential purposes and shall express a traditional residential style. The vision for Greek Village is a thematic look that retains the unique personality of individual chapters. Materials shall be selected for ease of long-term maintenance. Absolute requirements include:
- Exterior finish materials shall include brick or stone masonry on a minimum or three sides to at lease a wainscot level (3鈥-4鈥 high). Siding materials on the remainder of the structure shall be fiber cement lap siding or approved equal product. Vinyl siding is prohibited.
- Gutters, fascia and soffits shall be prefinished.
- Flat roofs are prohibited.
- Roofing materials shall be dimensional shingles of any material or standing seam metal roofing.
- Fencing/deck materials shall be pressure-treated lumber, cedar, composite or approved equal product.
- All exterior colors and finishes shall be preapproved by the Building Advisory Council.
- Exterior lighting plans shall be approved by the Building Advisory Council.
- Outbuildings 鈥 One outbuilding, not to exceed 12鈥檟20鈥 and one story in height, is permitted per residential structure. No outbuilding or temporary structure shall be used as a residence at any time.
- Screening 鈥 Items such as machinery, mechanical equipment, condensing units, transformers, external trash receptacles, wood pikes or items intended for storage shall be screened to conceal them from view of neighboring lots and streets.
- Vehicles/Trailers 鈥 No buses, trailers, boats, campers, mobile homes or motorized vehicles other than ordinary automobiles, pickup trucks and vans shall be stored on the property or on an adjacent lot.
- Landscaping 鈥 Each lot shall be fully landscaped in a manner consistent with the character of the residential neighborhood. A landscaping plan shall be presented to and approved by the Building Advisory Council at the time of construction. Any variances of the landscaping plan shall go back to the council for further review. Each chapter is responsible for the ongoing maintenance associated with landscaping on their property.
- Parking 鈥 Each chapter shall maintain an off-street parking lot on their property. Parking shall be provided to meeting the requirements of one stall per resident. The primary driveway to access parking shall be a minimum of 24鈥 wide.
- Signage 鈥 All signage shall be in accordance with the City of Brookings code.
- Trash and Recyclables 鈥 Trash and recyclable items shall be treated and disposed of as required by the lease agreement and applicable City of Brookings code.
